The Behavioral Health Clinician I – Lead Clinician for the Assertive Community Treatment Team (ACT) will assist and provide services to adults with serious and persistent mental illness in the community where they live, instead of a hospital or clinical settings. The ideal candidate will be responsible for providing staff training, assessment, diagnosis, counseling, and social-psychotherapeutic treatment, rehabilitation, and care coordination for Transitional Age youth and adults. The incumbent will perform other related duties as part of the Interim ACT Leadership Team as required. In addition, maintain accurate and secure summary information based on documentation in computer files and databases in the absence of Clinical Specialist.

Division Director of Programs.
Required: Master's degree in mental health or related field, plus clinical license (Licensed Clinical Social Worker, Professional Clinical Counselor, Marriage and Family Therapist, Psychologist or Registered Nurse); or Master's degree in mental health related field, plus registered with Board of Behavioral Sciences as registered associate (ACSW, AMFT, APCC) and a minimum of two years of experience in a mental health field. Knowledge of psychiatric disorders and psychotropic medications.
Bilingual in Spanish. Knowledge of substance use disorders including drug and alcohol recovery principles; experience in Motivational Interviewing, Dialectical Behavioral Therapy and Cognitive Behavioral Therapy; Proficient in Outlook email correspondence and computer software’s. Knowledge of community resources. Ability to work as a member of a team, to accept supervision, to maintain appropriate boundaries while working in close inter-personal relationships. Ability to: learn and apply principles of social rehabilitation; organized; responsible, flexible; empathic and able to relate effectively with clients, other staff, professionals and members of the community.
Valid California driver's license; auto in safe operating condition; auto liability insurance; good driving record; criminal record clearance; proof of authorization to work in the United States as required by Immigration and Reform Act of 1986. Ability to work independently with minimal supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the supervision of the Division Director of Programs, the Behavioral Health Clinician I will assist with the following duties:
1. Adhere to MHSA provisions which include bringing individual competencies to the team in order to enhance the team’s ability to connect with individuals and staff from diverse backgrounds. The Behavioral Health Clinician I will bring their clinical knowledge and experience to enhance and help lead the ACT Team.
2. Provide culturally and linguistically appropriate recovery-oriented, trauma informed, wellness centered services, working with team members in delivering services and working with individuals in all aspects of their recovery.
3. Provide services in differing environments, such as consumers’ homes, schools, gathering places, homeless shelters, etc. including community-based outreach and engagement.
4. Participate in and lead trainings in evidence-based practices including: Assertive Community Treatment, co-occurring disorders, Dialectic Behavior Therapy, Harm Reduction. Facilitate and ongoing discussions with the team that promote a learning environment.
5. Work with and train team members who may have had a history of mental health services and/or are recovering from drug or alcohol abuse.
6. Participate in weekly Community Treatment and Services (CTS) meetings. Assess/interview potential clients to assess medical necessity for ACT services or referral elsewhere; counsel or provide psychotherapeutic, educational, and rehabilitation services for individuals, couples, or members of a family to achieve future goals.
7. Document clinical activity presenting diagnostic and interview findings, clinical evaluations, and recommendations as a member of an interdisciplinary team; review the treatment plans and assessments of staff; assign staff caseloads.
8. Provide crisis counseling in the field and in the office for individuals experiencing acute episodes; evaluate clients and arrange for voluntary or involuntary admission to facilities for observation and treatment.
9. Confer with and advise family members to secure their understanding of and cooperation in treatment and rehabilitation programs.
10. Responsible for crisis care, case management service delivery, individual rehabilitation activities, day to day skills building, and all other aspects required to help the consumer succeed.
11. Perform the duties of a case coordinator/manager by coordinating services for clients to assure continuity of care and assure that clients receive appropriate types of service.
12. Provide transportation to clients as determined by the daily schedule and the needs of the client.
13. Cooperate and work with other agencies and practitioners.
14. Educate clients and their families regarding their diagnosis, prognosis, treatment, and rehabilitation process.
15. Assist clients to obtain stable housing, physical health care, benefits and entitlements, and to learn basic living skills.
16. Provide on-call coverage rotation for after-hours calls.
17. Participate in ongoing quality assurance and program evaluations.
18. Assist with interviewing, hiring and training of new staff.
19. Collaborate and coordinate services with multidisciplinary staff team members, Psychiatrist, Nurses, Family Partner, Peer and other staff to provide effective services.
20. Monitor and meet program goals and outcomes including productivity standards and complete statistical reports as needed.
21. All other duties as assigned.
Ability to: operate a motor vehicle; climb stairs; possess good communication skills; meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Capable of the following extended activities: standing, sitting, stooping, climbing stairs.
Capable of the following intermittent activities: lift up to 25 pounds or more and bending in the performance of infrequently performed office duties.
